To most people, Hijiri comes off as carefree, with a hideously cheerful and friendly disposition. Whether it's his oversized sleeves, always-closed eyes, or perpetual grin, hardly anyone would think of him as more than an overgrown five-year-old. He tends to get excited over the simplest things (Hijiri is probably the only guy you'd find cheering "Lunchtime, lunchtime! Guys, it's lunchtime!!"), and at times can be ridiculously flamboyant (the apparent love of flowers doesn't help, really). He also seems to be fond of teasing people, often poking fun at the shortcomings of his friends. To put it bluntly, he's the kind of guy who likes to come out of nowhere from behind you, make a vague statement suggesting he knows something you don't, and then dodge your questions for the next hour or so. No, seriously, this is a guy whose establishing scene consists of tickling his best friend with a flower (something he apparently does often, given that he comments Toru always reacts the same way).  At the same, it could be argued that teasing is simply his way of showing affection, as he seems more formal with Kuga, who he isn't that close with, compared to Toru or Asahi. The fact that Toru still puts up with him, and how they close they are, also suggest that Hijiri's... trollish nature is just him showing that he cares. Add all of this to his stated love of cute girls, and it's hard to think of him as anything other than a flamboyant, skirt-chasing idiot.

The first hint that there might be more to him than this is his tendency to suddenly show himself to be knowledgable on a subject if he can make a joke about it. For example, he demonstrates a familiarity with the conventions of the mystery genre just so he can make a joke about Toru being a detective, and in an earlier chapter he was able to deduce that Asahi's Iris had gone off in a conversation from nothing but her body language (which he then brushed off by claiming that Asahi's honesty makes her 'easy to read'). Later on, he gives Koyuki and Asahi a fairly detailed breakdown of Toru's personality and motivations, referring to it as his 'analysis' of him as his best friend. All of this hints at the fact that, in reality, most of Hijiri's surface personality is an act he puts on; he exaggerates the innocent parts of his personality to keep people from bothering him and to make his life easier. If we're going to talk what Hijiri's like under his shell, we're gonna have to go into his Iris.

In short, most of Hijiri's personality has been shaped heavily by his Iris: the power to 'see how close something is to death'. Earlier in his life, this constant reminder of his own mortality (and that of everyone around him) left him completely apathetic towards living, even stating he couldn't find a meaning for life. This eventually reached the point that he took up self-harm in middle school, simply so he could try and feel anything  while he was alive. Needless to say, thiiiis all changed after everything with Tachibana, which eventually left him satisfied that while he still didn't the meaning of his life, this didn't have to stop him from enjoying it while he can.  Despite this however, Hijiri is still incredibly hung up over the incident, to the point he genuinely wanted Koyuki to tell him whether he could ever have saved Tachibana (and given how quickly he came up with the idea, it's quite possible he'd wanted to find out ever since he learned about her Iris).

In addition, while he has started to care more about his life, and those of others, Hijiri is still remarkably apathetic. He straight up admits that his friendship with Asahi is based on the fact he doesn't care enough about anything to lie, because 'lies exist to protect people'. However, this isn't to say that he's unfeeling, rather that he's detached to the point that he's more prone to sit back and let others take care of everything, unless he believes he's actually needed. This is probably demonstrated best when he confronts Kuga over her identity as the Iris Hunter, straight-up telling her that, while he knows exactly what she's doing, he has no interest in stopping her, since he confidentally believes that she'll fail (keep in mind that, at this point, Hijiri can actually see how close Kuga is getting to dying...). At the same time, Hijiri will still make an effort to help people when he needs to (keyword here being 'needs'). Admittedly, he tends to do it in an incredibly roundabout way, and asserts that he doesn't actually care, no matter what happens. For example, his idea of 'helping' Toru when Kuga succeeded in getting him to stay away from school is to nudge Koyuki into helping him herself, actually laughing at the idea of intervening outright.   The fact he managed to get himself a position on the student council suggests that he's at least somewhat responsible, and he never outright avoids making an effort.

After reading the above, it's important to note that Hijiri's surface personality is still just an exaggeration of himself, as Hijiri admits he isn't good enough as an actor to fake an entire personality, meaning that his persona as a 'flamboyant, skirt-chasing idiot' is actually, to an extent, genuine. To put it another way, he is a flamboyant skirt-chasing idiot, he's just a flamboyant skirt-chasing, flower-loving, sexually-ambiguous, never-stops-smiling-ever idiot with lingering self-esteem issues and a talent for reading people.

(tl;dr tragic bishonen with issues that still cares beneath the layers of trolling and sighing)

That morning, like every other morning, he rushed through work that really should have been in the day before (which, he would claim, was because of student council work piling up). That morning, like every other morning, he made sure to unfold the cuffs on his uniform, letting the tips of his fingers just stick out of his sleeves. All in all, he liked this little day-to-day routine he set up.It made his life a little easier, sure, but most importantly, it increased the amount of time he had to stay in bed slack off relax.

And so, like every other morning, Hijiri found himself tending to the little garden he'd set up, this being one of the few things in said daily routine that he didn't neglect half the time (he was pre~tty~ sure he'd forgotten something about say, breakfast, but whatever).

Seriously, he could barely remember what made him take up gardening. Originally, it was probably the butterflies. After all, they had fascinated him when he was younger. After all, they were something only he was able to see, something that made him special. Sure, they were a little creepy, with the way they surrounded and practically swallowed everything they perched on, but they were his companions. So, it was only natural he'd pick a hobby that involved plants, where he saw them most often. ... It was long time before he'd caught on. After that, gardening wasn't as relaxing as it used to be (typically, it was too late to back out of the club by then).

Nowadays?... It was her, definitely. Her Iris had worked with flowers, after all. So while seeing her was pretty difficult now, this collection of flowers was still proof of his victory. Qualified or not, he had, without a doubt, overcome fate.
